Project Lead – Disabled People’s Housing Campaign
£30,000 to £35,000 per annum
Contract: 15-month fixed term contract
Hours: 37.5 hours a week (full time)
Place of work: Clem Attlee Court, London SW6
Accountable to: Chief Executive Officer
Annual leave: 25 days plus 4 recess days plus bank holidays

The Organisation
This charity, founded in 1979, is one of London’s leading Disabled People’s Organisations. As they believe in the Social Model of Disability, their values and principles embrace inclusive and accessible ways of working both internally and in all their activities, seek the participation and contribution of members, and encourage and respect diversity.

The organisation is a medium sized charity with a Board of Trustees, 24 staff and a strong ad hoc staff and volunteer base including many with direct experience of disability – all of whom are passionate about removing the barriers that disabled people face.

They provide five key services. These are: Youth, Employment, Welfare Benefits, Independent Living and Direct Payments.

Disabled People’s Housing Campaign
Funded by the Trust for London, this new campaign project will employ a Housing Campaign Project Lead who will develop the campaigning and engagement functions. These functions will be run by, and composed of local Disabled residents and supported by this employer. The project will operate in Hammersmith and Fulham and focus on local housing issues.

This project will enable H&F Disabled residents to campaign and influence policy. The long-term goal is to maximise the availability of appropriate, safe, and accessible housing for Disabled residents.

The successful candidate must be highly motivated, experienced in campaigning and training others, with a thorough understanding of the Social Model of Disability and high expectations of Disabled people. They will need excellent networking, problem solving, communication and negotiation skills.

The purpose of this job is to:

  • Upskill and inform Disabled residents in campaign work on housing issues: identify and recruit residents and provide active learning opportunities through campaigning and influencing activities to secure ‘quick wins’.
  • Establish campaign and policy functions at this organisation, focused on housing: build an evidence base around Disabled residents’ struggles, and desires; create structures; find a consensus amongst Disabled activists regarding campaign goals; map contacts, and build relationships; and engage staff and campaign volunteers to expedite the issues.
  • Implement and facilitate short term campaigns: make a concrete difference and provide quick wins to stress test the campaign structures. For example, Disabled residents may be able to put election candidates under scrutiny around Disabled People’s housing.
  • Continually assess and evaluate the progress of the campaign: to identify at an early stage the need to secure further funding for a longer-term campaign on housing.

Main Duties and Responsibilities

  • To engage Disabled residents in person, online, via email and social media.
  • To research the Borough: relevant policies, structures, key contacts, activity around housing and around disability engagement
  • To convene appropriate structures for the Campaign
  • A Steering Group of this charity’s Chief Executive, the Campaign Project Lead, 2 local Disabled residents (from co-produced groups), external experts on housing and campaigning will provide a reference for key decisions.
  • A Co-produced Housing Campaign Group of about 10 Disabled residents to provide ongoing leadership for the Campaign.
  • To co-ordinate and drive forward the Campaign:
    • Survey, case studies, research / evidence findings
    • Drafting materials
    • Commissioning policy, campaigning materials
    • Being a focal point
  • To advise Disabled residents during the Campaign.
  • To influence key areas of policy and practice at a local, regional and national levels.

Person Specification
The successful candidate will have:

  • Experience of leading successful influencing and campaigning work leading to positive change
  • Experience of supporting and facilitating people to work together in a safe, collaborative and inclusive way
  • Experience of bringing change through co-production, using a range of methods (case studies, advocacy etc)
  • Experience of forging effective relationships and engagement opportunities with stakeholders
  • Lived experience as a Deaf or Disabled person, committed to the Social Model of Disability
  • Proven Management experience
  • Proven experience of monitoring and evaluation approaches
  • Demonstrable problem-solving skills and experience
  • Excellent negotiation skills
  • Excellent interpersonal skills
  • The drive and passion to seek opportunities for Disabled people
  • The belief in the abilities of Disabled people to achieve their goals
