About the Programme

Focus Humanitarian Assistance (FOCUS) is an international crisis response and disaster risk management agency. As part of its mandate, FOCUS supports the resettlement and reintegration of populations displaced by conflict, instability and crisis.

FOCUS Europe, working in collaboration with its partners, is engaged in supporting newly arrived migrants as they begin to establish their lives in Germany. The program provides practical and coordinated support to help individuals establish secure foundations, navigate their new environment and integrate in Germany.

Building on the initial settlement support, FOCUS Europe is working with its partners to develop and incorporate a Family Development Program (FDP). The FDP is envisaged as a longer-term, family-centered initiative designed to help individuals and families progress beyond initial settlement towards greater self-reliance, stability and improved progress for future generations.

The German Settlement Program, comprising the initial settlement support and FDP will create a continuum of support, from initial settlement through to longer-term family development and integration over several years.

The Role

We are seeking a Program Director to provide strategic and operational leadership for the German Settlement Program.

The Program Director will lead the design, delivery and scaling of the Program, overseeing program strategy, case management, team leadership, partnerships, governance, financial management and performance.

This is a senior leadership role requiring strong program management, sound judgment and the ability to build trust and effective relationships across the communities served and with institutional and external stakeholders.

Key Responsibilities

Strategic Leadership & Program Development

• Lead the design and phased expansion of the Program across settlement, economic empowerment, welfare and long-term self-reliance.
• Ensure program design and delivery reflect the needs, circumstances and cultural context of the communities served.
• Apply learning from settlement programs across Europe to strengthen the German model and support its future scale.

Operations & Team Leadership Programs

• Establish effective programs, case management, safeguarding, data and quality assurance systems.
• Ensure families receive consistent, high-quality support from first contact through to graduation.
• Lead and develop a multidisciplinary team of staff and volunteers.

Governance, Funding & Partnerships

• Oversee program budgets, performance, reporting and evaluation.
• Ensure delivery meets relevant institutional, contractual, compliance and safeguarding requirements.
• Build effective partnerships with government, NGOs, local authorities, employers and other relevant organizations.

About You

You will be an experienced program leader with:

• At least eight years‘ experience in migrant settlement, refugee integration, poverty alleviation or a related social impact field.
• A track record of designing, delivering or scaling complex programs and leading multidisciplinary teams.
• Strong knowledge of the German migration, integration and social welfare environment.
• The ability to build trust and credibility with diverse communities, with a strong appreciation of the social, cultural and practical factors that influence successful integration.
• Experience working with vulnerable beneficiaries, volunteers and community-based delivery models.
• Strong financial, governance, safeguarding and data management capabilities.
• Excellent communication, relationship-building and stakeholder management skills.
• The legal right to live and work in Germany and willingness to travel across Germany and Europe.

Education & Languages

A degree, professional qualification or equivalent in a relevant discipline is required. Professional fluency in English and German, at a minimum of C1 level, is required. Dari, Arabic or Tajik would be an asset.
